HDFS-7412 proposes to changes some of the method signatures in
{{FSNameSystem}}. This jira fixes the unit tests affected by the changes.
Particularly, these unit tests can use {{NameNodeProtocols}} instead of
{{FSNameSystem}} to exercise the NN.
