Hi Yongjun! Sorry for the delay, but I got to thinking
1. What is special about the penultimate block that it could be COMMITTED when
the last block is COMPLETE? Could that happen to any of the preceding blocks?
2. Do other callers of finalizeINodeFileUnderConstruction have the same
expectations that internalReleaseLease did (i.e. even when the
penultimate/non-last block is !COMPLETE) it should finalize the file.
