While working on HADOOP-10908, HADOOP-11353, and HADOOP-11380, it's become
evident that there needs to be one source of a command reference for Hadoop
filesystem commands. Currently CommandManual points to HDFSCommandsGuide for
the 'hadoop fs' command, but FileSystemShell is much more complete.
