[~cmccabe] and [~wangzw], I am going to post a similar comment to the umbrella
jira. This is a large c++ code base. Did we decide on coding standards, which
is very critical to ensure consistency and correctness. What is the plan for
testing. We generally have not allowed code without tests into the code base.
We have been lax about this. It would be idea to get the tests along with the
code during commits.
