I found a bug in {{MiniDFSCluster}} that breaks one of the tests I'm adding as
part of this patch. The fix is a mid-sized change of its own, and mostly
unrelated to the changes here, so I filed it as a separate issue: HDFS-7632.
I've linked that as a pre-requisite, and the patch is already attached on
HDFS-7632 for review.
