Description: As proposed by [~jingzhao], [~szetszwo] and discussed with
[~zhz] in HDFS-7729, it would be great to refactor DFSOutputStream first and
separate DataStreamer out of it, before we enhance it to support the stripping
layout. [~umamaheswararao] suggested we have this issue to handle the
