Looked at the wrong patch? DFSConfigKeys.DFS_DATANODE_BLOCK_PINNING_ENABLED is
used in FsDatasetImpl. When blockPinningEnabled is false,
FsDatasetImpl.getPinning always return false and setPinning is an no-op.
