ant eclipse-files doesn't load all library necessary to make eclipse happy

Fix For: 0.22.0
Currently ant-eclipse files alone is not sufficient to get a fully building
system in Eclipse. I end up calling compile-contrib and test to get all the
jars necessary for Eclipse to compile the project.
