This JIRA actually has a wider scope than HDFS-7891. Besides the initial target 
selection (e.g., selecting 14 nodes as initial targets for the group), we also 
need to select recovery targets. For example, if 1 node in the 14 targets dies, 
we need to select another node to recover the data and we should avoid those 
racks already hosting the group.
