Main changes introduced by the patch:
# A {{BlockInfoUC}} interface to avoid duplicating code on processing UC block 
info
# Filled {{BlockInfoStripedUnderConstruction#initializeBlockRecovery}} with the 
same algorithm from {{BlockInfoContiguousUnderConstruction}}. I looked at the 
algorithm of selecting primary recovery replica and don't see a clear need to 
change it for striped blocks. [~jingzhao] Do you have any idea on this? I 
considered avoiding parity replicas but there's no clear reason for that.
