Thanks for the thoughts Kai; they are really helpful in pushing the discussion
forward.
IIUC, we have agreed to first implement EC configurations with _zone-like_
semantics. This patch does that.
We haven't agreed on the naming of the system -- whether to use zones or
policies. Maybe the main logic of this patch can be reviewed first? It should
be easy to change the naming later.
