Before we're totally decided to use a tool to distribute the work to DataNode,
we need some discussion first. So re-purpose this JIRA and changed the
description.
Please note, even we use a tool for the purpose, as [~jingzhao] clarified
above, we will not mean the tool to do the conversion work itself, instead,
distribute the work to DataNode or ECWorker for the conversion. Please see
update HDFS-7344.
