Regarding to the VERSION files, we are thinking of the following,
with federation, the VERSION file is split into the two files,
1.<data>/ID
ClusterID
NamespaceID
BlockPoolID
Type of node (NAME_NODE)
2.<data>/VERSION
ctime
LayoutVersion
each storage directory will store these two files.
The above content can be also found in the design doc, high-level-design.pdf of
HDFS-1052.
