Reverted HDFS-7808 and HDFS-7813 in trunk, branch-2, and branch-2.7. This
should unblock 2.7. cc [~vinodkv]
[~ajithshetty], do you want to update your patch to bring back the changes on
updating the help messages in 2.8?
