As a continuous effort of HDFS-1365, HDFS-1394 and HDF-S1397, we are
-- introducing VERSION (ID) files into HDFS
-- modifying the namenode -format
-- storing the VERSION (ID) files into different storage directories in
Federation release
This effects the upgrade and rolling back process of HDFS.
