Thank you [~rakeshr] to clear the background about this jira.
These days I work on append feature and want a ec file to test the append, and
find creating ec zone need superuser privilege which does not meet user
scenario, so I submit HDFS-8333, but then find you have worked on it, so want
to discuss with you.
