Fix For: HDFS-7285
{{FSImageLoader}} provides file size API. This is used by {{FSImageViewer}} in
order to see file status through HTTP.
Because cell size is only stored in ECZone now, it is necessary to restore
these information from fsimage file or NameNode when launching.
