This statement may not be true. E.g. a disk with 2T free space and a disk with
1T free space, the 2T disk should not be more preferable than the 1T disk since
both of them have plenty of space.

You will get more complaints for performance degradation after the change.
BTW, they should set the policy themselves or run balancer.
