With this patch, the {{BlockInfoStriped}} code will be something like the 
attached (rebased from HDFS-7716 patch).

Patches like this obviously don't apply on the HDFS-7285 branch (since it 
modifies one of the early patches in the branch). So I think we can either 
target them for trunk or create a new branch for the merging purpose. Any 
advice would be much appreciated.
