Thanks Jing for reviewing the patch! Uploading a new patch to address the
comments.
{{getPreferredBlockReplication}} is used in a few places in decomm manager. I
plan to file a separate JIRA to merge most HDFS-7285 changes on decomm manager
to trunk (they are mostly refactors).
The two getters in {{BlockInfoToAdd}} are added to address checkstyle issues.
