bq. The generated documentation is similar to what we have in JavaDoc today. It
make senses to follow the same convention.
I get that, but they need to get put in a place that people can actually see
them from hadoop.apache.org, just like javadoc.
There's also the issue of doxygen needing to get added to the Dockerfile, since
that's supposed to contain all of our dependencies.
