If {{EC+repl}} refers to multiple replicas of internal blocks, most of the
cases mentioned above should be fine. HDFS-8619 was filed initially to handle
this scenario while HDFS-8543 fixed most of the cases (see [this comment |

But it will be great if we can go through all the cases again and at least add
missing tests.
