HDFS-7165 introduced a new metric for _number of missing blocks with
replication factor 1_. It is maintained as
{{UnderReplicatedBlocks#corruptReplOneBlocks}}. However, that variable is not
reset when other {{UnderReplicatedBlocks}} are cleared.
