Actually there's one bug fix to be included in this patch:

- if (layoutVersion < LAST_PRE_UPGRADE_LAYOUT_VERSION) {
- checkVersionUpgradable(layoutVersion);

is incorrect -- the inequality should be >, not <, since our versions get more
negative over time.
