Fix Version/s: 2.6.1
[~sjlee0] backported this to 2.6.1. I just pushed the commit to 2.6.1 after
running compilation and TestDFSUpgradeFromImage, TestDatanodeLayoutUpgrade,
TestDatanodeStartupFixesLegacyStorageIDs, TestFsDatasetImpl which changed in
the patch.
