Hmm... Though [test artifacts are intended to be 
internal|https://hadoop.apache.org/docs/stable/hadoop-project-dist/hadoop-common/Compatibility.html#Build_artifacts],
 MiniDFSCluster seems to be exception and annotated as LimitedPrivate.

If MiniDFSCluster alone is used by downstream projects, it should not depends 
on artifacts only depended by test-jar of hadoop-* as far as possible but there 
is no guard for this now. Maybe we can add test checking it to 
hadoop-minicluster as follow-up.

Anyway, I have some comments on the patch.
* There is no guard to keep someone from adding code using 
InternalDataNodeTestUtils to MiniDFSCluster.
* The class name {{InternalDataNodeTestUtils}} is not clear because test 
artifacts are originally internal. It should be DataNodeMockUtils or something?
