#2, Done. "public" is removed. (It is for step 3.)
#3, different replica states (Finalized, Rbw, etc.) affects step 4 more, I'll
try it later.
Randomness of length is good. OutputStream feeds parity streamers cell by cell.
I need to think how to create parity blocks with random length.
I removed the {{static}} modifier of "MiniDFSCluster cluster" in several
testClass. I suspect it has something to do with the recent failures.
Uploaded 04 patch and trigger Jenkins.
