Fixed the code and tests pertinent to the code change. The test failures caused 
by this patch are TestDecommission, TestCacheDirectives, 
TestNameNodeCapacityReport and TestNameNodeMXBean. 

TestDataNodeHotSwapVolumes is showing intermittent failures , with and without 
the patch.
