* The new property needs documentation in core-default.xml.  

There *really* should be some example usage, etc, but given that there is zero 
end-user documentation on delegation tokens that I can find, there's really not 
a great place to put it.  Let's open another JIRA for that though since that's 
a much larger scope.

I'm also kinda surprised that there really isn't a decent, appropriate location 
to define the constant string for the config property.  A quick pass through 
hadoop-common shows that these things are all over the place. :(
