Summary: Add maintenance states to AdminStates

This jira will add {{ENTERING_MAINTENANCE}} and {{IN_MAINTENANCE}} to
{{AdminStates}} and protobuf. It will also provide the basic functionality to
transition DN into or out of maintenance state from DN's state machine's point
of view. The actual admins support and block management will be covered by
separate jiras.
