Added an NO_BUILD_LIBRARIES flag which excises the hadoop_add_dual_library
steps.
To link intent to action, I also added an optional LIBHDFSPP_CMAKE_LOCAL_ONLY
flag that sets the NO_BUILD_LIBRARIES (and perhaps anything else that is
necessary in the future).
