Description: In
{{NNThroughputBenchmark$BlockReportStats#formBlockReport()}}, the
{{blockReportList}} is always {{BlockListAsLongs.EMPTY}}. We should construct
the block report list by encoding generated {{blocks}} in test. (was: In
