Attaching initial draft of a design doc, based on offline discussions with
[~andrew.wang], [~drankye], [~lirui], [~rakeshr], [~libo-intel],
[~umamaheswararao], [~xinwei], and [~zhangyongxyz].
Please note that the design focuses on EC with contiguous layout for
single-large-file. This eliminates the complexity of handling multiple files in
a single coding group (which we can continue discussing as future work).
Any suggestions, questions, and comments are very welcome.
