Description: Since reconfiguration is reused by both DataNode and NameNode,
this work proposes to refactor that part in ClientDatanodeProtocol to be reused
by dedicated ReconfigurationProtocol. (was: Since reconfiguration protocol is
reused by both DataNode and NameNode, this work proposes to move it out of
ClientDatanodeProtocol into dedicated ReconfigurationProtocol. )
