Allen,
I want to clarify that this is a feature branch in which the code is being
developed. In order to keep the patches small and reviewable, not all the
changes are done in a single patch. Hence TODO:FEDEEATION comments.
When federation branch is ready, and it gets merged to trunk, none of this
TODO:FEDERATION comment will exist, as it will be addressed during the course
of development.
