Thanks for pointing out that JIRA [~drankye], reviewed it. I like the proposal
of a comprehensive choosing policy. As everyone can probably tell, my
inclination is to focus our efforts on the AvailableSpace policy, since it's
the most general purpose and IMO would make a good default.
