According to discussions in HDFS-7337 and related issues, and [Andrew's
comment|https://issues.apache.org/jira/browse/HDFS-7337?focusedCommentId=14632005&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-14632005],
we can proceed here to persist the erasure coding policies in NameNode image.
