Thanks for the suggestion [~walter.k.su] (and sorry for responding late). 
Actually per our discussion on HDFS-8833, when we support multiple EC policies 
(being tracked under HDFS-9658), {{INodeFile#IS_STRIPED}} will be extended to 
represent EC policy of the file. So I guess it's still part of file metadata.

The patch doesn't actually touch {{ErasureCodingPolicyManager}}. Is the JIRA 
about {{ErasureCodingPolicy}} or {{ErasureCodingPolicyManager}}?
