HDFS-8824 has fixed this for 2.8.0, however I thought you may wish to consider
lowering blockMoveWaitTime in earlier versions as a quick win.
waitForMoveCompletion currently waits 30secs between checks. Our iterations
here are ~2mins long and so this seems like quite a large time to delay
(HDFS-8824 waits just 1 second but makes other improvements as well and touched
much more code).
