Thanks Jing, the 2 points listed above look very good.
I don't fully understand the error though. Sounds like the reconstruction work
was correctly scheduled to the new rack (previously not storing the EC block).
I'm lost how {{erasedOrNotToReadIndexes}} and {{erasedIndexes}} were messed up.
This is also closely related to the HDFS-8786 work. Pinging [~rakeshr] here.
