Fix For: HDFS-7285
Let's ignore DNA_ERASURE_CODING_RECOVERY command at DN if its coming from
standby namenode. Ideally we should not get this commands from standby node.
Since we handle to ignore the commands from standby node, we can add this also
to be ignored.
