Disregarding the fact that the docs don't currently mention jsvc at all, I
think it makes sense to point out the specific issue (ie that it's not being
run from within jsvc). Even when following the docs, it's possible to miss a
step or have an env var you thought you'd configured but in fact did not. This
JIRA was filed in response to a user who made just such a mistake - ie they
were following docs but there was a slight misconfiguration, and it took diving
into the source to figure out what went wrong.
