Daryn, I also proposed throwing an Exception if there is a block report already 
in progress as a interim fix.
But in your patch you add current node to {{activeReports}} before processing 
each storage, and then remove it right after. So for the next storage 
{{activeReports}} will be empty, whether the reports are interleaving or not. 
And the exception is never thrown. LMK if I missed something.
Also looks like your patch is against 2.7, not applying to trunk.
