Uploaded a new patch on HDFS-10538, to remove the class along with the tests.
The HDFS-9924 branch already has this code. If there is an agreement on the
patch, I would like to commit it quickly, so that we can move on to the actual
API design and discussion. Otherwise, I am open for a call on Monday. 5pm
onwards works for me.
