If you look back at the intermediate patches, you'll see that for quite a while
we were downloading the jsvc source and compiling it. This caused problems
(one having to do with Y! building on 64-bit machines but deploying against
32-bit jvms, and there were others, as I recall) and so we went with
downloading jsvc directly so we could avoid compilation and specify a specific
version. No one is arguing this is ideal and we're agreeing it can be improved
and have I've said I'll open a JIRA to do so. jsvc can be more tightly
integrated in the native build process.
