After HDFS-10600, it introduced a new setting
{{dfs.disk.balancer.plan.threshold.percent}} in diskbalancer. This setting
controls if we need to do any balancing on the volume set. But now this new
setting was not updated in {{HDFSDiskbalancer.md}}.
