Thanks [~rakeshr] for working on this. My concern is, without the clear design 
being sorted out first for arbitrary truncation (HDFS-7622), opening the codes 
to allow truncate at striped group boundary may be not a good idea, since the 
feature would be hard to document and use. It would be hardly tell a good use 
case, and why users would do truncate on block group size boundary? If other 
size is used to truncate, exception will be thrown. Users will be confused. 

I do think we need to document in the release note saying that truncate isn't 
supported yet for striping files.
