Hi Hairong,

We also don't have a {{FileSystem.create(..)}} API which let user create a 
file, or append to it when the file already exists.  If you are changing 
{{FileSystem.create(..)}}, you might want to add it as well.  Alternatively, we 
might do it in a separated JIRA.
