I was able to re-produce the bug. I attached the fail/pass test logs. The
Jenkins output was truncated and Yiqun's log in above comment was based on
adjusted behavior. Hope this is useful.
Before diving deeper, I can confirm that the balancer moves data between 2
specific DNs in the failing case.
