Agree with [~drankye]'s opinion about HDFS-10285. Mover tool has limit in some
scenarios, HDFS-10285 provide a way to make rules take effect. This jira is
about how to make rules, how to decide a storage policy for a file/directory.
To answer those questions, it needs a tremendous amount of work to do, I'm
looking forward to your design doc, and hope to get involved in this project.
